dpkg has never supported this, and even if this is fixed now in git
for 1.16.1, binutils/hardening-wrappera should really workaround this
for the time being if they are not to use Pre-Depends, or they will
break on partial upgrades.

The easiest option could be to stop shipping the hard links and just
two copies, or is there any other reason beyond avoiding size and
duplication?
