[kgb-maintainers] Bug#689540: kgb-client: add test command

While setting up kgb-client, it would be useful to have a 'test' command (kgb-client --conf kgb.conf test) that sends some fake commit data to the bot, to test bot interaction independently of SVN/git hook operation.
