[kgb-maintainers] Bug#691183: KGB Client should report about commit even if the message is not valid UTF-8

when I did commit with 'SHIFT_JIS' encoded message, then KGB did not report it

bot should report about commit (empty message can be used)
 even if the message is not valid UTF-8.
message-less report is much better than report nothing as his duty.
