indeed. That's the expected client behavior in case of a TCP connection
failure.

But note, that this implies some delay because you may want to wait a
reasonable time for a timeout though. How exactly you do is an
implementation detail again. Hence I mentioned this as a general design
limitation of DNS round robin balancing.
