[kgb-maintainers] Bug#764713: kgb-client-git: Allow to restrict commits announced to the subset of commits affecting a subdirectory

It's quite common to use the upstream git repository for Debian packaging.
When one does that and imports a new upstream version, he might flood the
channel with hundreds of commits while we really only want to announce the
few commits affecting the "debian" sub-directory.

So please add an option that lets us restrict the set of commits announced
to those affecting a specific sub-directory ("debian/" in our case).
