logcheck has the policy not to ignore restart messages. Thanks for
the patch, please understand that I won't be including it.

If you don't like this, maybe I can interest you in
http://wiki.logcheck.org/index.cgi/logfilter and you'd spearhead
a logcheck rewrite?
