Initial Comment:
When a client query a GET UPSDESC on a driver which is not started (for any reason), UPSD responds "ERR DRIVER-NOT-CONNECTED".
When a client query LIST UPS, the same - not started - driver is included on the returned list with the description.

IMHO, even if the driver is not started, UPSD has sufficient informations to reply correctly to GET UPSDESC and not returns an error.
