[pkg-apparmor] New blogpost: User Stories and user tags

Hi,

I just published a new blog post. It shall appear only on the Outreach
Program's wiki unless you think it's suitable to appear on planet.d.o.
My aim was not to publish it there though, I'd rather work on another
draft to explain the user tags and the whole project to Debian
contributors, as suggested by Holger during our last meeting.
