[pkg-boost-devel] Bug#736627: src:boost-defaults: Missing libboost-tools-dev package and missing Multi-Arch: headers

The boost-defaults package is out of sync with the boost1.54 package.
Please re-run create-boost-defaults-control.py against boost1.54,
which will add the new libboost-tools-dev package, add the missing 
Multi-Arch: headers, and update some text descriptions, see the
attached pach for details.
