Have you considered sending your iceweasel patch upstream?  It looks
obviously correct to me.

I worry that this patch will cause people's video to break if they
don't have the non-free codecs installed, though I don't completely
understand it.

I worry that we will advertise to the page that the user supports h264
and so the page won't attempt to fall back on other media types.
