OK, so specimen images (png, jpg) would comply with our policy as the 
preferred method if we can't have usable source files for such pdfs, right?

You're right. We should work on automating the creation of specimens 
with sources across font packages, and advocate the tools to upstream 
designers as well.

Newer generation of LaTeX (TeXlive with XeTeX and friends) can use
truetype/opentype fonts. That's something we can look into.

There are also tools to show coverage (glyph charts) like Eugeniy 
Meshcheryakov's fntsample or Martin Hosken's Fret script (based on 
Font::TTF) but it would be good to have sample text also to see how the 
fonts look used with real text, the difficulty being that this text is 
often language-specific and designed to demonstrate the capabilities of 
the font.
