Applications depend on Emoji font

Hey,

Sorry, I don't have no knowledge of font handling, so I not even know if 
fontconfig mantainers are the correct audience. Please give me hints, if it the 
wrong ML.

in KDE we have two applications I know of (ktrip & itinerary), that using 
Emojis to display Country flags. KDE Plasma wants to remove all flags from its 
icon sets and just display the Emojis. But on Debian by default no emoji font 
is installed. Is there is a virtual package that I can depend on, to make 
sure, the user has a font installed that handle the emojis like fonts-noto-
color-emoji?

An additionally is problem, I installed fonts-noto-color-emoji but they are 
not displayed. You can see the emojis are installed (via the plasma emoji 
picker[1]) but inside itinerary it does not show the flag correctly[2]. So 
far I understand #1006685 it is an issue of configuration a fallback font. IMO 
thinks we need a way to add so default handling in fonts, that does not result 
in broken Emojis.
