ipa-dns-install will result in a broken DNS, just like an upgrade would,
so hope you won't need that..

Note that 389 upstream has dropped support for 32bit architectures in
1.4.x series, which Debian will get soon. That means running IPA server
will not be possible on 32bit RPi's anymore, and there's no guarantee
that it'll work with 18.04 either.
