[pkg-fso-maint] libphone-utils and python-phoneutils are ready for sponsoring

I've just looked into libphone-utils package.
There are two minor items that make me uncomfortable about signing and
uploading it as-is.
*) No -dbg package.
All recently-uploaded library packages owned by pkg-fso build -dbg
packages. Better to do the same here. And beter to do it now, to avoid
second NEW waiting.
*) README.Debian
Test looks not very good for me.
Do I understand correctly that library must be configured before it could
be used?
If yes, the maybe debconf questions should have higher proirity, such that
asked on installation?
If no, then README.Debian should be rephrased to something like:
"For XXX to work, libphone-utils library needs country codes defined
in /etc/phone-utils.conf. This file could be edited either directly, or by
running 'dpkg-reconfigure libphone-utils0'.
If you don't know what values are correct for your location, see YYY for
reference."
Could you please comment on those?
