How is documentation lack RC? Downgrading. I agree the description could
point to the homepage, so that one can quickly copy/paste the link and
heads to documentation. But since you look like used to documentation
location, you must know for sure that you can grab the URL from the
copyright file. And using a search engine to find a bit of documentation
shouldn't be much harder than checking for FHS violation.

Oh, and see the bug title you chose? You wrote “should”, and that's
exactly the point. Quoting the Policy 12.3:

“Any additional documentation that comes with the package may be
 installed at the discretion of the package maintainer. Plain text
 documentation should be installed in the directory
 /usr/share/doc/package, where package is the name of the package, and
 compressed with gzip -9 unless it is small.”

That's not a grave bug. If you wish to see additional things in a
package, that's even a wishlist bug, not a normal one…
