Bug#481998: pangzero: by default calls home by opening a web browser on shutdown

I don't think it is appropriate to automatically call home by opening a
web browser on shutdown by default. I suggest that it should default to
off, or require you to choose before starting the game for the first
time (with the default option as off if you just press enter).
