The code has changed quite a bit in the meantime, so I recreated the
patch from scratch. The new version is attached.

The promo system has grown further, with different categories for
browser promos, in-appstore promos and promos for mobile carrier deals.
Each of these also records histograms of the user action upon being
shown the ads (if he clicked the ad, ignored it, or tried to undisplay
it), for reporting back to google.. All of this is quite horrible, so
the patch removes it completely.

It applies against version 17.0.963.56~r121963-1 currently in sid.
