Ubuntu vs. Debian packages

Why can't roms be packaged? I mean, obviously not in Debian or Ubuntu official repositories, but what about private packages? I do that a lot, so I'd expect some people to not want to install roms directly but package them too, even for their private use. I know that's probably not the most general case, but I don't know why it shouldn't be supported.
