This is documented in README.Debian. The /etc/default/bzflag is
deprecated and only valid if you use the old sysV-init system. With
systemd you can disable the server with the command

systemctl disable bzflag.service

It would be possible to modify the service file and take the value of
RUN_AT_STARTUP into account but this seems like a duplication of
available systemd functionality in this case. Sometime in the future
/etc/default/bzflag will be completely removed from this package.
