Bug#1066100: Acknowledgement (freeciv: new cities unmanageable in a long game)

Please find attached a saved game on which the bug can be seen.
Just load the saved game with freeciv and look for the cities of
Oberhausen or Bischweiler, and try e.g. to change the production in any of
them, it will not be possible (or at least it is impossible here!).
