Bug#280564: gedit should open a new pad when an additional instance is spawned

When opening an additional instance of gedit, the existing instance is 
given focus, but the last-selected tab is selected. This is somewhat 
confusing -- if a user attempted to open an instance of gedit, they 
likely wanted to edit a *new* file. Gedit should provide consistent 
behavior regardless of the current instance being the singleton or a 
duplicate.

Repro:

* Open GEdit and enter some text into the default page.
* Launch a new instance of GEdit.
* The original instance (and the original page) will gain focus.

Expected behavior:

* An additional tab should have been created and given focus.
