Open /usr/bin/users-admin
double click a user in the list.
( the properties dialog appears )
in the dialog switch to the "Other Groups" tab
double click on another users ( can be the same as before )
The groups are added in the existing dialog to the current list.

For example if user1 is on groups "one" and "two" and you double 
click this user again, the "User's gropus: " list will be :
"one" "one" "two" "two"
If you then double-click on a user belonging to groups "one" and "five",
the list in the dialog will show :
"one" "one" "one" "two" "two" "five"
