Bug#278805: gtranslator: unused strings are always treated as utf8, and double-encoded.

I use PO-files encoded as iso8859-1, and properly marked so.

When edited using gtranslator, unused strings are converted to utf8,
disregarding the encoding hint (the used strings are handled correctly).

When saving and re-editing same PO-file, unused strings are _again_
encoded from iso8859-1 to utf8, causing the strings to be double-encoded
and thus practically useless.


I discovered this because the files grew bigger and bigger: a bunch of
quintuple-encoded strings fills up alot!
