This looks weird to me. The layouts list should have codes, not names.
As in:

$ gconftool-2 --all-entries /desktop/gnome/peripherals/keyboard/xkb
 layouts =3D [us_intl]
 model =3D pc104
 options =3D []
 overrideSettings =3D false
 update_handlers =3D []

After adding 'German Eliminate Dead Keys' I get:

$ gconftool-2 --all-entries /desktop/gnome/peripherals/keyboard/xkb
 layouts =3D [us_intl,de  nodeadkeys]
 model =3D pc104
 options =3D [grp grp:alts_toggle]
 overrideSettings =3D false
 update_handlers =3D []

Would you mind trying that?

Although finding a solution for your problem is best, I agree with
providing such measure. Would anyone be against patching the dialog to
have a 'never display this again' checkbox or something?

Thanks,
