Bug#292196: Solution found -- normal bug becomes a wish for gnome

I've found the solution to the problem (stupid me): I simply need to use
an accentuated local (I've switched to en_US.ISO-8859-15). I was
confused by the fact that, even with an un-accentuated local (C), emacs
as well as gnome are able to handle accented characters. They just can't
exchange accentuated text over X11...

However there does not seem to be any "intuitive" way to set a local
inside gnome for users that don't want to use dpkg-reconfigure or to
edit there login files (for instance in a multi-user install, where not
every user is assumed to know debian). This would definitely be nice to
have.
