Bug#292367: gnome-cups-manager never returns when server is unreachable

I have cups-client installed on my laptop, and the one uncommented line
in /etc/cups/clients.conf reads: 

ServerName myfully.qualified.workplace.name

lpq works fine from work, and times out after a (rather long) wait when
i am at home (the cups service is not available from outside).

gnome-cups-manager works from work too, but from home, it took about 12
minutes to tell me the server could not be contacted. it would be nice
to find a way to reduce this time out to a few tens of seconds.

this causes applications using gnome printing to freeze when asking for
a print. removing the line in clients and restarting the apps work fine.

this is likely to be a bug from libgnomecups, i am not familiar with
gnome printing. please reassign as appropriate. there is also a bunch of
'print crashes foo' bugs that could possibly be merged with this one.
