nope, but you're close:
 gconftool-2 --direct \
             --config-source xml:readwrite:/etc/gconf/gconf.xml.defaults \
             --type list --list-type string \
             --set /desktop/gnome/peripherals/keyboard/xkb/layouts "[no]"

I still think it's important, although I now have a workaround. 
I'll try to get markos to implement a workaround using
localization-config, but I think that's an ugly workaround.
