Bug#401928: Please register all schemas on install

In this case, maybe gconf2 should maintain a list of schemas which have
already been installed. Otherwise, they will be installed twice upon new
installations and upgrades.

Besides that limitation, this sounds definitely like something feasible.
I'll see how to do it in the best possible way, but advice is of course
welcome.
