I can confirm this behavior from GNOME 2.10 to 2.14, as shows the following bug
in the Debian database.

Whenever I try to open a file over WebDAV (http or https) with the Open
File dialog of any GNOME app, I go to CTRL-L and type
dav://site.com/dav/ and it immediately asks for a username and password,
which I provide, then it shows me an autocomplete list under the text
I'm typing with the files it finds on the WebDAV server. But when I
click on Open, the main file chooser dialog area does not get updated,
so I can't open the WebDAV file. It's odd since the system is able to
access the WebDAV server because I can see the names of the files
popping under the address input area.

This bug does not affect FTP or SSH, and I think it doesn't affect SMB
either.
