It's a bit strange that gnome-screensaver-preferences doesn't run from
gnome-terminal. Are you using a GNOME desktop environment or something
else?

It's worth a shot. 

Make sure gnome-screensaver is set to use cosmos, then start it from the
terminal with --no-daemon --debug. Make sure you get some output from
when the screensaver is active. You can use gnome-screensaver-command
--activate if you don't want to wait for it to kick in.
