Bug#473368: gdm: split debian gdm theme out into desktop-base

I think the debian-moreblue GDM theme should be split out into the
desktop-base package. Mainly I want this so it is easier to rebrand
Debian (and because I prefer to use upstream branding where possible).
Also because the KDM theme is there and desktop-base is the right place
for it.
