Is D-Bus properly started when you login from remote? Is the session
D-Bus daemon running, and does dbus-monitor say anything?

What is the output of the following commands:
	xprop -root|grep XKB
	gconftool-2 -R /desktop/gnome/peripherals/keyboard/kbd
