I also saw this problem. Thanks to all your info above, I've got a patch
that makes it skip the XDG_PICTURES_DIR attempt on failure to get the value,
so that it falls back to HOME as expected.

It seems that this has been fixed with a series of changes in upstream master:

So, if it's to be forwarded upstream, it would be for gnome-3-4 branch only.
