I don't want to speak for the GTK+ maintainers, but I believe that most
of the original appmenu patches are probably not going into GTK+.  What
we've (Canonical) done is fund a second version of Dbusmenu, GMenuModel,
which is now in GLib.  Long term, we expect that to be the single way
that menus are exported from GTK+.  Unfortunately, that will not cover
all applications (GTK2 especially) so some of those patches will be
needed to get a complete experience.

Personally, I think that this depends on the requirements of Debian.
The patches are designed so that if you are not using the global menu,
they are unused.  But, they are patches from upstream which does make
the packaging more difficult.  We expect to maintain the patches until
all the programs using them are gone, that might be a while, but it
hopefully isn't forever :-)
