Multi-arch: same for multi arch cross building

for multi-arch cross building all the gnome -dev packages should be
multi-arch: same. this includes at least libgtk-3-dev and libglib2.0-dev .
this allows automatic cross-architecture build-dependancy handling.

can someone on the gnome team do all the one-line patches for this?
