Works for me, using zsh: I can type Ctrl+Shift+N or Ctrl+Shift+T into a
Terminal window to get a new window or tab in the same working
directory. This feature is also meant to work with bash.

Is your shell bash, zsh or something else? Does it (perhaps indirectly)
source /etc/profile.d/vte.sh during startup?
