file-roller: ship Contractor entry

Hello,

elementary is hoping to merge their packages into Debian, and part of 
that is integrating things like file-roller with Contractor, a system 
for delegating out tasks (in this case, compression and uncompression 
of files). This works by having "contracts" (formatted in the Desktop 
Entry format) in /usr/share/contractor, which are displayed for the 
applicable files in applications that request a list of posssible 
actions.

I would be happy if you applied the patch attached, so that in 
pantheon-files (elementary's file manager), a compress action can be 
displayed on regular files, and an uncompress action on already 
compressed files.
