Bug#789400: gucharmap: needs update for unicode-data 8.0-1 and Built-Using field

According to the Build-Depends and build logs, gucharmap takes files
from unicode-data, converts them to C headers using a Perl script and
statically compiles them into the library.

A new version of unicode-data was just uploaded (8.0-1), so gucharmap
needs an update from upstream to build with the new version.

Since files from unicode-data therefore form part of the source of
gucharmap, unicode-data should be present in the Built-Using field,
which is documented in this section of policy:

The package currently FTBFS due to this issue:

unicode-versions.h:182:21: error: 'GUCHARMAP_UNICODE_VERSION_8_0' undeclared here (not in a function)
