Bug#825977: allow setting primary display for gdm from control center

I have a laptop with a broken built-in display. I can connect an HDMI
monitor and use it if I log in to the system. gdm3 still use the
built-in display as primary. I want an option apply displays setting
from gnome-control-center for gdm as well so I can see the gdm screen on
my HDMI monitor.
