Bug#856840: gnome-menus: Please drop blacklist mechanism

Hi,

I propose to drop the blacklist mechanism in buster.

This mechanism is 100% debian specific, is not working in wayland and
feels like a perpetual race against packages adding (boggus) .desktop
files.

Also the choice of the blacklisted .desktop file seems pretty random
(ie. why vim.desktop??)

IMHO we should work with the providers of the .desktop files and fix them
(good naming, high res icons, proper NotShowIn keys,...)

I've opened two lintian bugs #854134 and #854132. Others checks should
probably also be added.
