gnome-disk-utility uses udisks2 to do the real work. (BTW. Please use
reportbug and include the generated info so we can see which version of
the dependencies you have installed.)

The udisks2 2.7.3-1 version has the following changelog entry:

  * Drop obsolete cryptsetup-bin Suggests.
    This is now handled by libblockdev-crypto2.

The libblockdev implementation should use libcryptsetup directly rather than
spawning the cryptsetup binaries as far as I can see.
I'm thus not sure why you'd need cryptsetup-bin installed (or if your
problem was actually fixed by some dependency on cryptsetup-bin that was
pulled in at the same time) and which package is missing a relationship
here.

Please provide more information about the complete set of packages you
installed. Please provide the reportbug template information that this
bug report missed so we can see which dependencies and their vesions you
have installed.

If you can reproduce the issue by deinstalling some package(s) please
report back how and which ones.
