Bug#959088: gegl: unnecessary build-dependency on GTK 2

While preparing a possible mass-bug-filing for packages that depend on
GTK 2, I noticed that gegl Build-Depends on GTK 2, but does not appear
to have a runtime dependency on GTK at all. According to the upstream
changelog, GTK-dependent parts were split into a separate library in 2011.

If the build-dependency on libgtk2.0-dev is unnecessary, please remove it.

(Note that gegl correctly Build-Depends on gtk-doc-tools, for the
gtk-doc documentation generator, but this does not require a dependency
on libgtk2.0-dev.)

Thanks,
