https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/1441 is a
significant feature change that has not gone upstream, originating in
Ubuntu but also applied in Debian.

This is technical debt: it might well be justified by the benefits
that it provides (cost < benefit), but it's a significant amount of
Debian-/Ubuntu-specific code that upstream is not going to help us to
debug or fix, so we should have a bug open to represent that cost.

This bug can be closed if/when that change is applied upstream, or if the
change is dropped.

With hindsight it would have been better if there was a Debian bug
(or at least an Ubuntu bug) providing a solution-neutral problem statement
for which that patch is a solution.
https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/3760 appears to be the
closest equivalent upstream, but perhaps there are others?
