Dear Maintainer,

When on the login screen, the Orca screen reader is unable to be started with
Alt+Super+s. 
Also, even if set to do so, Orca will not start automatically.
I have also confirmed with the help of a sighted person that the accessibility
menu doesn't appear on the top bar visually. 
I ran the following commands:
    # dpkg-reconfigure gdm3
    # apt purge gdm3
    # apt install gdm3
After running the above commands, then rebooting, there were no changes.
Orca should be usable at the login screen
