[pkg-go] #825067 RM: golang-bindata -- ROM; No reverse-dependencies, unmaintained downstream

This is super annoying that RM bugs don't set "affects" header on removed 
package or take recent uploads to consideration.

This package should not have been removed because it is a dependency of 
Kubernetes. Despite my upload on 17th of April bug filed on 23rd of May  
claims "unmaintained downstream" in title and package was removed on the same 
day(!) so nobody had a chance to object. WTF, this is just not helpful... :(

This makes me feel very frustrated...
