Good catch. I assume this was an oversight from the upstream developers.
The FastAC header was added after the code was included in LASzip maybe
because they were unaware of these limitations before.

I can theorize that the the LASzip developers thought that because the
LGPL intents to "exercise the right to control the distribution of
derivative or collective works based on the Library", and not to "claim
rights or contest your rights to work written entirely by you", that
including the FastAC code complies with the license.
