This works just fine on Debian sid:

ii libcurl4-openssl-dev:amd64 7.37.1-1         amd64 development files
and documentation for libcurl (OpenSSL flavour)
ii libgdal-dev                1.10.1+dfsg-8+b1 amd64 Geospatial Data
Abstraction Library - Development files

Because libcurl4-openssl-dev provides both libcurl-dev and
libcurl-ssl-dev the alternative dependency is satisfied.

We explicitly want SSL support, so the libcurl-ssl-dev package is more
appropriate. And as said before, libcurl4-{openssl,gnutls}-dev provide
both libcurl-dev and libcurl-ssl-dev so the dependency is satisfied.

Travis CI uses Ubuntu 12.04 LTS Server Edition 64 bit for its OS, this
Ubuntu release still uses gdal 1.7.3-6ubuntu3 which is quite ancient and
doesn't contain the alternative dependency fixes yet.

Once Travis CI upgrades to Ubuntu 14.04 LTS it should include gdal
1.10.1+dfsg-5ubuntu1 which contains the alternative dependency fixes.

I will close this bug report since it duplicates your earlier bug report
(#741015) which was fixed in gdal 1.10.1+dfsg-4.
