python-geographiclib has misleading synopsis

The synopsis for python-geographiclib is currently "Python binding for
GeographicLib", however this is not entirely correct, since "binding"
implies that it depends on an external library. However it only
depends on python.

This synopsis (first line of Description in the control file) should
be corrected to: "Python implementation of GeographicLib"
