That's not the intention of the license author, see the link in the comment:

It's intended to be as free as possible, without limitation to
non-commercial areas.

Because datum grids are used to more accurately transform coordinates,
changes to the correction values break compatibility with others using
the same projection and datum grid. Hence the requirement to change the
name when changing the correction values, so people know that it's not
the same as transformation with BeTA2007 grid.

The 2008 version of the RDNAPTRANS grids for the Netherlands (in the
proj-rdnap package) disallow modification of correction values entirely,
without offering the option to change the name when doing so to be DFSG
compliant. Hence it's in non-free. The 2018 grids are CC-BY-4.0 because
they consider easier inclusion in Free Software and compatibility with
PROJ and related projects more important than preventing users from
shooting themselves in the foot by changing the correction values to
differ from what everybody else is using.

The intention of the BeTA2007 author is similar, hence the clarification
of the intention to be as free as possible.
