tzdata >= 2023c-9 on buildds

The chroots are regenerated on Wednesdays and Sundays at 22:13 UTC. So
it's just a few hours from now.

I have seen that you have specified a dependency on tzdata (>= 2023c-9)
on the latest upload and that it has been successful. You can probably
drop that in the next upload.
